Heat 1 Tbsp. oil in medium skillet over medium heat and cook onion and garlic, stirring occasionally, until onion is almost tender, about 4 minutes. Add ground beef, jalapeño pepper, chili powder, cumin and sugar and cook, stirring occasionally, until ground beef is browned, about 5 minutes. Set aside.
Heat remaining 1 Tbsp. oil in another medium skillet and cook hot dogs* and red onion over medium heat, stirring occasionally, until onion is tender and hot dogs are golden, about 8 minutes.
Spread buns with Hellmann's® or Best Foods® Real Mayonnaise, then top with hot dogs, chili, Maille® Grainy Dijon mustard, onions and, if desired, additional Hellmann's® or Best Foods® Real Mayonnaise.
*Variation: Grill the hot dogs instead of cooking with the red onion.
